It's an artificial island with a hotel complex on it. So far, so Dubai.It's still at the idea stage, waiting for someone to come along and invest two billion euros in its creation. But it's a pretty astonishing idea. Visualized by the French company Alstom Marine and Parisian architect Jean-Philippe Zoppini in 2002, it would be 400m by 300m in size, 29 floors high, and able to accommodate 10,000 passengers.
